Dr. Rajkumar Upadhyay is contesting the IEEE Standards Association Board of Governors (BoG) Member-at-Large election alongside two other distinguished candidates nominated by the IEEE Standards Association : Ruth Lewis and Haiying “John” Lu.
Dr. Upadhyay has proven track record of driving telecom innovation and creating impact at national scale through indigenous R&D, policy leadership, and technology strategy and currently serving as Chief Executive Officer at Centre for Development of Telematics (C-DOT), India.
He is a Senior IEEE member and a member of IEEE Collaborative Activities Governance Board (CAG) for the year 2025-26.

About DR. UPADHYAY
Leading India’s telecom R&D and advancing secure, trusted, and self-reliant digital infrastructure.
Serving as CEO & Chairman of the Board at Centre for Development of Telematics (C-DOT), the premier telecom R&D centre under the Ministry of Communications, Government of India. A retired ITS officer with over three decades of leadership across telecom, IT, defence, and broadcasting.
Driving indigenous innovation in 6G, quantum communications, cybersecurity, AI-driven telecom systems, and trusted digital infrastructure aligned with the Atmanirbhar Bharat vision. Also contributing to national and global technology policy through leadership roles in Bharat 6G Alliance, Bharat 6G Mission, the International Telecommunication Union (ITU), and Institute of Electrical and Electronics Engineers (IEEE).
Has represented India at major global forums, including chairing the Global Standards Symposium during WTSA-2024, New Delhi. Under this leadership, C-DOT has earned multiple national and international recognitions for innovations in telecom, cybersecurity, AI, quantum communications, and digital public infrastructure.
An alumnus of Indian Institute of Technology Roorkee and Indian Institute of Management Bangalore, holding a Ph.D. in Corporate Strategy & Policy, and recipient of several national leadership and innovation awards.
